China Enforces 35% Industry-Wide Emission Cuts, Tightening Global Silicone Supply
From March to May 2026, China has implemented a stringent, industry-wide 35% emission reduction target for silicone and chemical manufacturing enterprises, a dramatic escalation of environmental controls that is significantly curbing production capacity and tightening the global silicone supply chain. The policy, issued by regional environmental protection bureaus across major silicone-producing provinces (including Jiangsu, Zhejiang, Shandong, and Xinjiang), requires all silicone producers to cut pollutant emissions by 35% compared to baseline levels, with strict monitoring and penalties for non-compliance, including production halts and fines. For small and medium-sized silicone manufacturers with outdated environmental protection equipment and high emission levels, the mandate has forced operating rates down to just 65% to 70%, with many facilities operating at reduced loads or temporarily shutting down to meet emission standards.
The emission cuts mark a decisive shift in China’s silicone industry regulation, moving beyond periodic production curbs to long-term, high-standard environmental compliance. The policy is designed to accelerate the phase-out of backward, high-pollution, and high-energy-consumption capacity, forcing industry consolidation and pushing producers to invest in cleaner, more sustainable production technologies. Large-scale leading enterprises with advanced environmental protection facilities and low emission intensities are far less affected, maintaining normal operating rates and gaining market share as smaller competitors exit. The supply impact is already rippling through global markets, as China accounts for over 75% of global silicone production capacity. Reduced domestic output has tightened spot market availability, pushed up spot prices, and lengthened delivery lead times for international buyers. Industry analysts warn that the supply squeeze will persist through the second quarter, supporting elevated silicone prices and accelerating the long-term trend of industry concentration toward large, compliant producers.
